Indiana Green Party 2020 Presidential Primary Voting Results

Disclaimer

Foremost- our main goal is to allocate our 4 delegates proportionally to the results of our membership's vote. There are a couple of items that are still up in the air and may not be fully known until our delegates go to the Green Party's Presidential Nominating Convention on July 11, 2020.

Half Delegate Votes

There is currently some confusion about half-delegate votes being allowed at the Convention. It has been our understanding, as per the GPUS Convention Rules webpage: "5-10.3 Half-votes from delegates assigned with such will be counted in the first round. Succeeding rounds will count only whole votes." So we planned to use half-delegate votes in our tabulation to allow for a better representation of our membership's vote.

But we recently heard that half delegate votes may no longer be allowed. Proposal #1011 was just adopted by the Green Party National Committee on June 7, 2020, and it's not clear about half delegates in the first round. It still says, "Succeeding rounds will count only whole votes," but there's no mention of the first round. So we are awaiting final confirmation of this.

UPDATE: The National Committee is currently voting on this.

Undeclared Candidates

The Indiana Green Party Coordinating Committee voted this year to allow for undeclared candidate, Jesse Ventura, to be listed on the ballot along with all other declared candidates (here's the ballot). Jesse Ventura did receive enough votes to claim a delegate in our primary. But as per our Delegation Plans, "If any delegates are allocated to candidates that are not placed in nomination at the convention, those delegates shall be reallocated to reflect the members’ preferences across the actual candidates placed in nomination for all rounds of voting."

So if Jesse does not show up at the National Convention on July 11 as a declared candidate ready to accept the Green Party's potential nomination, his votes will be awarded to the voters' next preference using ranked-choice voting.

Conclusion

Based on the factors above, our result set is fluid. The beauty of ranked-choice voting is that it allows for us to easily recalculate results based on these changing factors.

The Results

Of the 111 ballots we mailed to members, 63 ballots were returned (57%). One of the ballots was invalid for listing both Howie Hawkins and Jesse Ventura as #1 votes, but the rest of the ballots were acceptable. Below are a few spreadsheets and screenshots of the results.

With Jesse in the race and using half-delegate votes, the delegate winners are:

  • Howie Hawkins - 1.5 Delegates
  • Dario Hunter - 1 Delegate
  • Jesse Ventura - 1 Delegate
  • "Uncommitted" - 0.5 Delegate

The "uncommitted" half-delegate is leftover because none of the candidates reached the threshold to be awarded the extra 0.5 delegate.
